Handover lock feature

I wonder if it is possible to write a patch to enable a toggle to be applied to the handovers section of the system. That then makes it a requirement to be read and locks/restricts access when they login until this is done. Similar to a planned activity however for staff and will lock access if not completed within a set time to help improve consistency of handovers being read and signed whilst still having some access in case of emergency need.
