Upload photo to a residents personal file without using a POD device

Admin staff are responsible for logging all residents personal belongings inc clothing. We don't have access to the pod devices so current process is- capture image on phone - upload to pc- transfer to pcs using scanned docs section.

However the correct place for storing images is via the dashboard of which Admin cannot access unless through pod devices - we would much prefer to do it via residents gateway -

Is there a way in which we can do this?
