restoring the automatic care plan generation functionality

Previously you were able to ammend/ add care needs in the care plan, and that would generate for all service users new and old. That feature has been removed and you can only add care plan needs individually per service user, which is time consuming, open to errors & incompletion and it is also not as holistic. For example you can't create a beliefs or activities need (which is mandatory for every person) and it's a pick and choose as to which pre-existing care need you put it in. So when CQC come around and they want to know a specific detail in a care plan, it's oops, let me find it.
