The option to disable two staff documentation for two handed care

We would like the ability to disable the mandatory two-staff documentation requirement for two-handed care. In our environment, this adds unnecessary steps without improving safety or outcomes. Making this setting optional would reduce admin time and streamline workflows while keeping accountability where needed.
