Add Custom Actions

It would be beneficial to add our own custom actions, especially when it comes to the ones listed within the emotional support. It would be helpful to have one as 'Unusual' for those service users who are displaying behaviours which do not fall into the pre generated actions such as just presenting in a way which is not normal to their usual presentation.
