Accident/Inventory forms save button should be at the bottom

The 'save' button should also be at the bottom of the incident form in addition to the 'complete' button. Everyone would benefit from this as it is far too easy to complete a form when you only want to save it. This means that you cannot go back to add more details afterwards.
