API Edit User

Currently, the API PCS offers enables to import staff members (not necessarily in bulk). With the amount of staff on the system, a necessity of it going forward should be to enable the API to edit staff in bulk too. For example, if you wanted to delete all date of births on the system and replace it with a generic NI number, there's currently no way to do this apart from go through each staff member individually which is long and tedious.
