Moving and handling icon hoist by two

Two handed hoist needs currently to be signed of by two staff at the same time. If recorded one minute earlier or later, it creates an alert to say that it hasn't been actioned by two staff. Is it possible to leave the icon in PCS as task not completed unless signed by two staff around the same time. Due to internet/network issue, at times it does not log it at same time. whereas it has been put in at the same time. I hope it makes sense what I am trying to describe.
