Stop PCS defaulting to 30 minutes as default time taken if no time entered

If an entry is made, say "Chatted" but no time taken is entered PCS currently records this as being a 30 minute chat as a default. This will be misleading if any social worker is reviewing the service user's record.

If no time is entered then the record should not assume any arbitrary time. For instance, if a resident is reading a newspaper, we might not know how long they spent doing this. They may have only read the headlines then put it down. Or may have read it cover to cover. So recording any specific time would be wrong.
