Allow us to see the scanned documents for discharged people without reopening their file.

Currently we have to reopen the file to view their scanned documents, but then the moved in date changes- if you are not on the ball then this date could be changed to an incorrect date unless you change it back. We sometimes need to view scanned documents due to an incident.
