Doctors coming from a pick list

Have a central list of Doctors that can only be be amended at a higher level. We have ended up with lots of Doctors with lost of errors as people have just added a new Doctor when they have not been able to find the Doctor with an existing contact. This is introducing errors to the contact information . We need to be able to control the information held on Doctors by home.
