Not always contributing adhoc actions towards an upcoming planned care

In some cases it would be useful that any adhoc tiles used in the hour leading to a planned care for the same ADL do not get contributed towards that planned care and instead allow both the adhoc and the planned care to exist on the timeline to ensure that if something is to be done hourly it isnt accidentally completed at say 13.31 and 15.29 instead of at 14.00 and 15.00.
