Accessibility: Enable the option to format wherever a narrative is required

Making information more accessible to staff by allowing the option to format wherever a narrative is needed within 'File Information' e.g. 'Should be aware of', 'Likes to talk about', 'Medical summary', 'Summary care needs', 'Social information', 'Personal belongings and 'Equipment required'.

No formatting makes these sections difficult for staff to read.
