relative active/inactive feature

Add an Active/inactive button or feature to the friends and family pop-ups on the main profile page for when they go on holiday/surgery/other between a time frame.
Relatives usually have 1st point of contact, 2nd, and third, however, when the 1st goes on holiday they usually nominate out of the remaining 2 contacts who will take over.
